FHLBank Topeka Announces 2017 HCD Activities

As we announced last week, we are streamlining the application process for our Affordable Housing Program (AHP) and Homeownership Set-aside Program (HSP). The new system will provide members a dashboard for each program that will allow members to manage their participation in HCD programs more efficiently. To allow time to test the new system, opening dates for our AHP and HSP will move back to May 15, 2017.
To prepare to access the new online system, your first step is to designate authorized users for your institution. To do this, complete our new AHP/HSP Authorization Form. Please submit the completed form to:

Please allow two weeks to process your authorization form. We suggest you submit your authorization no later than April 28, 2017, to be ready for the May 15 opening.
Participation in FHLBank Topeka’s Housing and Community Development programs provides opportunities for members to meet the Federal Housing Finance Agency’s community support requirements and to engage in targeted community lending.

2017 Program Offerings
AFFORDABLE HOUSING PROGRAM (AHP) – The AHP is a competitive application program that provides gap financing for the acquisition, rehabilitation or new construction of qualifying owner-occupied and rental housing.

A minimum of $11.6 million will be made available for the 2017 AHP competitive program.

The 2017 application period will open May 15, 2017.

Applications are due to FHLBank on or before June 30, 2017.

Awards will be announced on FHLBank’s website on or before December 29, 2017.

The maximum 2017 AHP subsidy per project is $750,000

The maximum per AHP-eligible unit is $30,000.

HOMEOWNERSHIP SET-ASIDE PROGRAM (HSP) – The HSP is a non-competitive program for first-time homebuyers that provides up to $5,000 per eligible household for down payment, closing cost and repair assistance for the purchase or construction of homes in FHLBank’s four-state district. HSP subsidy is provided to households as a forgivable grant with a five-year retention period.

In 2017, a minimum of $6.2 million will be made available for the HSP.

The HSP Member Registration Agreement will be provided to members upon FHLBank’s receipt and acceptance of a properly executed AHP/HSP Authorization Form.

Registered members may begin reserving up to $25,000 of HSP funds per month per member beginning May 15, 2017. HSP funds are available on a first-come, first served basis.

COMMUNITY DEVELOPMENT AND HOUSING PROGRAMS (CDP and CHP) – The CDP and CHP are special advance programs that provide members with wholesale loans (advances) priced below FHLBank’s regular advance rates. The CDP helps members finance qualifying commercial loans, farm loans and community and economic development initiatives. The CHP helps finance qualifying owner-occupied and rental housing.

The programs are not competitive, and enrollment is not required.

May be used to fund loans originated up to 3 months prior to CDP/CHP application, or up to one year following CDP/CHP approval.

CDP advance terms must be consistent with the terms of the loans being funded.
