Housing and Community Development 2015 Activities September 29, 2015

September 29, 2015 - Participation in FHLBank Topeka’s Housing and Community Development programs provides opportunities for members to meet the Federal Housing Finance Agency’s community support requirements and to engage in targeted community lending.

The
Affordable Housing Advisory Council (AHAC) web page includes the AHAC Annual Reports for 2009 – 2014.  Each report includes a summary of FHLBank’s low- and moderate-income housing and community lending activity.

2015 Program Offerings:
AFFORDABLE HOUSING PROGRAM (AHP) Competitive application program that provides gap financing for the acquisition, rehabilitation, or new construction of qualifying owner-occupied and rental housing.

  • AHP competitive awards of approximately $10.6 million were announced on FHLBank’s website on September 28, 2015. 
  • Consult FHLBank’s website after January 1, 2016, for information about the 2016 AHP.
     

HOMEOWNERSHIP SET-ASIDE PROGRAM (HSP) Non-competitive program that provides up to $7,500 per household for down payment, closing cost, and rehabilitation assistance to qualifying first-time homebuyers in FHLBank’s four-state district.

  • In 2015, FHLBank’s $4.5 million allocation to HSP funds were reserved in full prior to the end of March. 
  • Consult FHLBank’s website after January 1, 2016, for information about the 2016 HSP.
     

JOINT OPPORTUNITIES FOR BUILDING SUCCESS (JOBS) FHLBank competitive grant program to promote economic development initiatives that assist members in promoting employment growth in their communities.

  • JOBS awards of approximately $1.0 million were announced on FHLBank’s website on June 22, 2015. 
  • Consult FHLBank’s website after January 1, 2016, for information about the 2016 JOBS program.
     

COMMUNITY DEVELOPMENT AND HOUSING PROGRAMS (CDP and CHP) The CDP and CHP are special advance programs that provide members with wholesale loans (advances) priced below FHLBank’s regular advance rates.  The CDP helps members finance qualifying commercial loans, farm loans and community and economic development initiatives.  The CHP helps finance qualifying owner-occupied and rental housing.

  • There are no changes to discounted advances available through the CDP and CHP in 2015.
  • The programs are not competitive, and enrollment is not required.
  • CDP and CHP have no per project limit.
  • FHLBank’s credit and collateral policies apply.  Consult the Member Products and Services Guide for details.
